Flash Fast Licensing Application

The California Department of Insurance (CDI) now has an Online System called FLASH that lets you complete your Licensing Application and sign up for an Examination Date at the same time.

FLASH is available at the Department of Insurance's Website www.insurance.ca.gov Click on the Agents and Brokers Link for more information on the process.

After your application has been submitted to the CDI, you will receive an e-mail that provides a link to the CDI's Online Examination Scheduling Service where you can schedule a license examination. If you plan to take a Prelicensing Review after the Prelicensing Course, your Exam date should be after the Review. It is suggested that the Exam be taken within a week following the Review.

These are the steps that should be followed when applying for a license application online:

  • Save and Print a copy of the completed License Application.

  • Review the completed License Application for accuracy.

  • Check to be sure you received a printed Checklist to see if additional documentation is required. If so, place all required items in a sealed envelope and bring the envelope to your scheduled examination. The sealed envelope will be collected after you pass the Licensing Examination. If no items are required, it is not necessary to take the Checklist or sealed envelope to the Examination Site. DO NOT MAIL ANY ITEMS. Failure to submit the requested information will result in delays in the issuance of your license.

  • If you scheduled your examination date, print the Confirmation of Examination and take it with you to the Examination Site. Follow the listed requirements shown in the Confirmation of Examination that includes fingerprint requirements.

  • When you receive your Certificate of Completion upon completion of the Prelicensing Course, take the original Certificate with you to the Examination Site. Don't take a copy of the Certificate to the Examination Site but you may want to make a copy for yourself. The CDI will not accept a copy of the Certificate. They require the original.
